Camas Early Learning Center (CELC)
At CELC, we are dedicated to providing a nurturing and stimulating environment for young learners. Our center offers a range of services designed to support the developmental needs of children aged 1 month – 12 years. We focus on fostering creativity, safety, critical thinking, and social skills through a variety of engaging programs.
One of the highlights of our curriculum is our hands-on learning approach. Children participate in interactive activities that promote exploration and discovery, from science experiments to art projects. Our outdoor play area is designed to encourage physical activity and imaginative play, allowing children to connect with nature while developing their motor skills, not to mention our access to the Camas Center for Community Wellness’ amenities.
In addition to our core programs, we host special events throughout the year, such as family engagement opportunities, seasonal celebrations, and community outreach initiatives. These events not only strengthen our community bonds but also provide opportunities for families to engage with their children’s learning journey.
The Camas Early Learning Center employs over 30 educators with various levels of education and experience. We operate six different classrooms, separated by age (Infant, Toddler 1, Toddler 2, Preschool, Pre-K, School Age), as well as a Salish Language classroom.
Our Philosophy
The Camas Early Learning Center places importance upon each individual child.
THE PROGRAM IS DESIGNED TO PROVIDE FOR
- The physical health, safety, and comfort of each child.
- An organized social environment that encourages constructive communication and interaction with others.
- Planned activities which encourage self-confidence, allow for development of creativity, promote coordination and physical movement, and provide intellectual stimulation.
- Cultural and language development of the Kalispel Tribe of Indians.
- Promoting brain development for the first 5 year of a child’s life, thus readying the child for kindergarten and the school system.

The physical arrangements and emotional climate will demonstrate special consideration for the needs and interest of the children who are living and learning within a particular environment. Emphasis is placed on providing experiences to enrich their daily lives. Culturally and developmentally appropriate activities will be provided.
STAFF WILL ENCOURAGE CHILDREN TO SEE THEMSELVES AS WORTHWHILE INDIVIDUALS WHO ARE ABLE TO:
- Act constructively and independently
- Problem solve creatively
- Communicate feelings, problems, and ideas
- Compromise, negotiate and cooperate

With the above mentioned items in mind, the staff will act as resources, exposing children to a wide range of materials, ideas, experiences, and facts for the children to explore, experiment with and assimilate with according to their individual rates of development. The staff will provide guidance and facilitate the learning process while adjusting to the pace and capabilities of each child. The program will provide each child with ample opportunities for success within a secure and affectionate environment.

Kalispel Salish Language Teachers

At CELC, we are committed to celebrating and preserving our local culture through the Salish Language classes we offer for staff, children, and the community. These classes provide a unique opportunity for everyone to connect with the rich heritage of the Kalispel Tribe of Indians, while enhancing language skills and cultural understanding.
By incorporating the Salish language into our curriculum, we aim to foster a sense of belonging and respect for Indigenous cultures. Our group of dedicated instructors create a fun and engaging learning environment, making it easy for children and staff alike to embrace this beautiful language. We believe that learning Salish not only enriches our educational experience but also strengthens our community ties.

Participating in Early Achievers & Start Healthy Now
Early Achievers, Washington’s quality rating and improvement system (QRIS), is voluntary for licensed child care providers and helps early learning programs achieve increasing levels of high-quality care. Early Achievers helps families find high quality child care and early learning programs with the help of an easy-to-understand rating system.
CELC works with an early learning professional coach who offers assistance and resources for the staff to support each child’s learning and development, provide enriching environments and improve teacher/child interactions. Research shows this kind of assistance helps providers improve the quality of their programs. And when more young children are ready for school, we all benefit!
Early Achievers rates the quality of child care and early education programs on a scale of 1 to 5. Higher ratings demonstrate a track record of delivering high-quality care. Providers can move up the rating scale by completing milestones and gaining points through an evaluation. The CELC has achieved a level 4 rating.
The CELC was recognized for participating in Smart Healthy Start Now (SHSN) to improve children’s health by training the childcare staff who care for them. SHSN, a federally-funded initiative, increases healthful eating, physical activity, and awareness of adverse childhood experiences.

AS PART OF SHSN:
- Cooks were trained on whole food cooking and using whole foods like quinoa and lentils
- Staff were engaged in learning creative and brain-developing physical activities
- Staff were trained on child behavior and development
Early Childhood Education and Assistance Program
The CELC participates in the state funded Early Childhood Education and Assistance Program (ECEAP). ECEAP is an income-based program designed to aid 3 and 4 year old children and their families. To promote school success, ECEAP provides preschool education, family support, and health and nutrition services.

How do I enroll my child at CELC?
The first step to enrollment at CELC is to fill out a Waitlist Application. This gives CELC’s Administrators valuable information needed to place children in the appropriate rooms, or on the appropriate waitlist should there be no availability at that time. (insert link to Waitlist Application)
Is childcare at CELC expensive?
We recognize that the cost of childcare can be a significant consideration for families. At CELC, we strive to offer competitive rates that reflect the high-quality care and educational programs we provide. Our fees support a nurturing environment, experienced staff, and enriching activities, including our unique Salish Language classes and inclusive programs for all children. Is your facility open to the public, or just Tribal Members?
At CELC, we are proud to offer our childcare services to the public. While we welcome all families to apply, we do have an enrollment preference for members of the Kalispel Tribe, descendants of the Kalispel Tribe, members/descendants of other Federally Recognized Tribes, and Kalispel Tribal Employees. This approach helps us foster a strong community and ensure that we can provide the best possible care for all children.
How do I pay for childcare at CELC?
At CELC, we understand that every family's needs are different. That's why we offer flexible payment options for our childcare services. We accept both private pay and state-subsidized payments. Accepted forms of payment are cash, check, debit/credit.

My child has certain difficult behaviors and/or special needs. Do you provide any services for that?
At CELC, we are proud to foster an inclusive environment where every child is valued and supported. We welcome children of all abilities, including those with special needs, and are dedicated to providing the resources and accommodations necessary for their success. Our trained staff works closely with families to ensure that each child receives the individualized attention and care they deserve, allowing them to thrive in our learning community. If we’re unable to provide certain services, we can help find those services for your family.
What is your staff to child ratio?
We maintain a low staff-to-child ratio to ensure that each child receives personalized attention and care. Our ratios comply with state regulations and are designed to promote a safe and nurturing environment.
What are your operating hours?
We are open Monday through Thursday, 6:30am to 6:00pm. We do not have set times designated for drop off or pickup, however there are extra fees added for late pickups.
What safety measures do you have in place?
The safety of our children is our top priority. We have secure entry points, regular safety drills, and trained staff in first aid and CPR. Additionally, we conduct background checks on potential new hires. We’re located across the hall from the Camas Center Medical Clinic, and have a great working relationship with the Kalispel Tribe’s Public Safety Department.
Do you provide meals, or do we need to pack a snack/lunch?
At CELC, we are proud to participate in the USDA's Child and Adult Care Food Program (CACFP). This program allows us to provide nutritious meals and snacks that meet the dietary needs of children in our care. By following the guidelines set forth by the CACFP, we ensure that every child receives balanced, healthy food options that support their growth and development.
